An entity controlling a majority of hash rate (or stake weight) can mine a private fork that eventually outweighs the public chain, letting it reverse its own recent transactions (double-spend) and censor others. It cannot forge signatures or steal arbitrary funds, and its cost scales with the network's total security spend.
