Boltzmann Distribution

At thermal equilibrium the relative population of two energy levels is the exponential of minus their energy gap divided by kT, weighted by degeneracy. It is what makes vibrationally excited states sparsely populated at room temperature, and therefore why anti-Stokes lines are weak.
