A two-tier edge-network mechanism where macro and small base stations cooperate to share mismatched knowledge-base entries with mobile devices, hybridizing semantic and bit transmission; a generalized effective semantic transmission rate (GESTR) objective is maximized over knowledge-sharing decisions, semantic extraction ratios, and BS/subchannel allocation via a fractional-programming-based branch-and-bound plus modified Kuhn-Munkres algorithm.
