Django Database-Side on_delete SET NULL and SET DEFAULT Require Database Defaults

DB_SET_NULL makes the database set the foreign key to NULL (field must allow null); DB_SET_DEFAULT sets it to the field's db_default. Database-level and Python-level on_delete options cannot be mixed across related models.
