It defines which work is prioritized, how that work adds up to a specific business outcome, and what change it brings to the company. Strategy is separate from tactics: tactics are short-term, specific actions that competitors can copy, while strategy is the long-term big picture and is defensible. A strong strategy has five elements: a clear definition of success taken from business goals, a clear understanding of the problems (competitive audit, gap analysis, root-cause analysis), clear prioritization of actions, awareness of how the business model affects SEO (content sources and points of leverage), and key insights about the customer, the market, and competitors.
