Fuel Bed Depth and Packing Ratio Decide How Air Reaches the Flames

A fuel bed is not just a mass of material, it is an arrangement. Depth is how tall the layer stands; bulk density is mass divided by that layer's volume; and packing ratio is the fraction of the bed's volume actually occupied by solid fuel, typically a few percent in grass or litter. Packing ratio controls the compromise at the heart of fire spread: too loose and there is plenty of air but too little fuel close enough for one burning particle to heat the next, too tight and the fuel is there but air cannot get in and heat cannot radiate through. Between these lies an optimum packing ratio at which spread is fastest, which is why fluffy uncompacted litter burns faster than the same litter after rain has matted it down, and why a stack of paper burns at its edges while loose sheets flash.
