A method for jointly designing user admission control and single-RF-chain analog multicast beamforming in integrated sensing and communications systems whose beamformer is restricted to constant-modulus discrete phase shifters. By encoding each antenna's phase choice with binary selection vectors and linearizing the beamforming outer product, the nonconvex mixed-integer nonlinear program is recast exactly as a mixed-integer linear program that branch-and-cut solvers solve to global optimality. A strict weight design places communications above sensing, so all admittable users are served before residual power maximizes the worst-case sensing SNR under target-angle uncertainty.
