Jitter: Cycle-to-Cycle Variation in Period

First of the three perturbation measures, kept as its own node because it is a distinct quantity computed from a distinct signal property. Real phonation is never exactly periodic, and jitter quantifies that. Worth building even though the seed paper lists the absence of jitter as one of its own stated limitations: a student should be able to name what the paper's 72 measures left out.
