Primordial Black Holes Cannot Grow as Fast as the Cosmological Horizon

Carr and Hawking showed no self-similar solution lets a black hole keep pace with the horizon in a radiation universe, so a PBH accretes little after formation and keeps roughly its horizon-scale birth mass rather than swallowing the universe.
