Proof of Verifiable Functions (PoVF) Blockchain Consensus

A blockchain consensus mechanism that selects block proposers using verifiable functions, whose outputs are unpredictable in advance yet publicly verifiable after the fact, so every node has an equal and checkable opportunity to participate. A delay-buffer structure postpones block selection to keep transactions sequentially ordered and prevent forks, aiming to deliver strong decentralization (as measured by a low Gini coefficient) together with provable security and high throughput.
