Raman Effect

A small fraction (roughly 1 in 10^6-10^8) of photons scattered by a molecule exchange energy with a vibrational mode, leaving with a different frequency than they arrived. The exchange is mediated by the light-induced oscillating dipole in the molecule's electron cloud, not by absorption to a real excited state.
