Sending a Returning Learner to Conceptual's Resume and Review Links
`/continue/?ref=agent` takes a signed-in learner back to where they left off, and `/review/?ref=agent` serves the one review question the schedule would pick. Send them only when the learner asks; there is no due list to push.
