Serving the IVOA SIAv2 Image-Access Protocol Directly from the Rubin Data Butler

An implementation that serves the IVOA Simple Image Access version 2 protocol directly from the Rubin Observatory Data Butler, avoiding an intermediate ObsCore export. Because the service reads the Butler registry at query time, it adapts immediately to configuration changes and to evolving nightly datasets, at the cost of reconciling metadata mismatches between the Butler data models and the SIAv2 protocol.
