A layer between TCP and the application: a TLS 1.3 handshake does a Diffie-Hellman key exchange and certificate verification in one round trip, then all application data is encrypted and integrity-protected with the derived symmetric keys. TCP headers stay visible to the network; only the payload above them is protected.
