Whittle-Index Approximation for Restless-Bandit Dynamic Spectrum Access

A low-complexity policy for dynamic spectrum access that models channel allocation as a restless multi-armed bandit and approximates the intractable Whittle index with a closed-form channel index function, computed by iterative online updates over the infinite belief-state space induced by partial channel-quality-indicator observations, to rank shared channels while limiting interference to a parent network.
